Maybe that's not the case, maybe that's a whole live real city, pulled wholecloth from another dimension and pasted atop the material of this one! But if it's been vanishing and reappearing, if it's not static in this universe, then... then can it be real? Can those people really be alive?
If it is, then they have to get those people out of there, and quickly. Tim is right -- it'll take him all day to walk there, so waiting until evening to drive makes sense, but the waiting isn't easy. He's never been very good at staying still.
The talking helps. "Ha ha, I know some people like that!" More than a few, if he's being honest -- he seems to attract folks who are, as Tim says, drawn to strangeness.
